Files are written only after explicit confirmation, and resources (SKILL.md, references/, scripts/, assets/) are created only when the extracted workflow actually needs them.

Quality and safety are built into the pipeline: completion includes structural validation, a runtime PII-canary gate, generated-script checks, and DSH discovery. When Session creation is available, a fresh Session on the same account verifies natural routing and reuse with no cross-Agent accounts required. Small bundles carry proposal and generation token budgets, and overruns are reported honestly rather than silently truncated. V1 relies solely on the conversation and artifacts visible in the current DSH context and makes no claim to expired or hidden history.
